There are a couple of ways you can do that, but it really depends on what you have on your end and what protocols you can use.

Another option would be the HLS/RTSP/RTMP streaming, https://playsignage.com/support/stream/
And finally, you could stream directly from a webcam using the Video Input plugin; https://playsignage.com/support/video-input/
